dont know if they really work but arent there collars for barking dogs? As far as i know there are different kinds, ones mildly shock, and some that spray water in the dogs face, or yucky smelling stuff. I never had a dog barking problem with my dogs, but I know that if the problem already has been going on its going to get harder and harder over time to make it stop. ...so maybe look into a special no bark collar. It will work even when no one is there to scold... like at 9 am

We also had a neighboring dog that kept barking in the morning for a length of time. Our apartment syndicate took up the issue of pets. I opposed any interdiction of pets. Each problem should be dealt case by case. And for barking issues, people should consult a specialist, perhaps a veterinarian, or a dog trainer, or someone who's had experience training dogs, or look for a circle of amateur dog lovers or a dog protection agency willing to give advice about finding a solution to a dog's misbehavior.

A dog needs to be understood too. Unless the dog has rabies, it's a matter of psychology, triggered by food, toilet, strolling, mating, treatment issues.

If you are not responsible at all for the dog, then find the owner, and return it to her or him... If that's not possible, and you implied to take care of the dog during the owner's absence, then search for free assistance or ask the owner to provide you with information to help the dog...
