That is some grade-A Crocodile Dundee style weed whacking with a straight knife like that. It may be annoying for a second, but then you gotta recognize that tremendous bodily harm may result shortly.
You have to remove weeds during the night, b/c if seeds are in contact with sunlight, they’ll grow into weeds next year. Often, you will have tons and tons of seeds already in the soil, so digging up weeds will only give you more weeds next year.
Also, the neighbour is doing it wrong. He should be digging the roots out, not whacking. He’s leaving the roots, so that they’ll grow back. Right now, he’s just making noise at an inappropriate time really.
