Often, you will have tons and tons of seeds already in the soil, so digging up weeds will only give you more weeds next year. Also, the neighbour is doing it wrong. He should be digging the roots out, not whacking. He's leaving the roots, so that they'll grow back. Right now, he's just making noise at an inappropriate time really.
